Overview

Initially only involving the widening of the Pacific Motorway from four to six lanes between the Worongary and Mudgeeraba interchanges, the project scope grew to include the demolition of existing northbound bridges, the widening of southbound bridges, construction of new northbound bridges and the rehabilitation of existing carriageways and ramps.

Post-tender close, CMC identified a further 27 opportunities and $8.1 million of savings that were not initially presented. Due to high performance and unexpected savings realised by CMC, the project was also extended a further 2.6km to Varsity Lakes. This contract was offered to CMC exclusively under a D&C contract, utilising the unexpected savings from the original contract and raising the total budget by $26 million.

Highlights

Problem-Solving: During post-tender negotiations, CMC found that the number of construction stages could be reduced from four to three by lowering the temporary speed limit for motorists in the construction zone from 80km/hr to 60km/hr. This solution brought $1.4 million of savings and shortened the overall project duration by three months. The success of the initiative has led to its adoption on subsequent M1 construction packages.

Community Engagement: CMC utilised established TMR communications resources including the 131940 hotline, SMS alerts, peak traffic radio updates, written community notices, personal phone and email contact with stakeholders and meeting and doorknocks. CMC also engaged a full-time community and stakeholder officer for the project, successfully helping to mitigate stakeholder complaints, liaise with the community and uphold and enhance TMR’s reputation.

Safety: Despite the large and labour-heavy scale of the project, over 254,710-man hours were recorded as being lost time injury free.

“The CMC team delivered an outstanding upgrade to the Pacific Motorway between Worongary and Robina. They successfully and consistently managed highly sensitive environmental, community and technical challenges, and their detail to traffic management was exceptional considering the high volume of traffic at all hours of the night and day. The team exceeded client budget and program expectations thanks to innovative thinking, collaborative negotiation and a drive to deliver an ‘above standard’ project.”
